THE SALIENT POINTS OF AGREEMENT 1962

JOHORE RIVER WATER AGREEMENT
Between
THE GOVERNMENT OF THE STATE OF JOHORE (Johore)
And
THE CITY COUNCIL OF THE STATE OF SINGAPORE (S'pore)


• This resembles the 1961 Agreement except it is for a new source - the Johore River and for a longer time period - 99 years, expiring 2061;

• Land matters resemble the 1961 Agreement except S'pore to pay rent on land based on standard rates applicable to building lots on town land;

• S'pore allowed to draw not more than 250 million gallons of raw water per day from Johore River at 3 cents per 1,000 gallons;

• Johore could purchase 2 % of treated water per day (5mgd) from S'pore at 50 cents per 1,000 gallons;

• Johore could draw raw water from S'pore if necessary and pay 10 cents per 1,000 gallons;

• Rates to be reviewed after 25 years (in year 1987);

• Johore could purchase Gunong Pulai and Pontian Water Works by giving S'pore 4 years' notice at a price to be mutually agreed, and if not, to be determined by an independent appraiser acceptable to both parties; and

• Any dispute or difference to be referred to one mutually agreed arbitrator and otherwise to two, one to be appointed by each party and in accordance with arbitration law of Johore.

Note: No mention whether raw water from Johore River to be sent to S'pore and from S'pore part of the treated water delivered to Johore.

* The guarantees on 1961 and 1962 Agreements are included in "An Agreement relating to the Separation of Singapore from Malaysia as an Independent Sovereign State" signed by Malaysia and Singapore on 7th Aug 1965.

Also, the above guarantees are included in the Constitution of Malaysia (Singapore Amendment) Act 1965, Act No. 53 of 1965.
